He comes back from the brink of death, kills everyone in his way, and makes it to the brink of success, before ultimately being defeated by the powers of Good.

His snake-like appearance when he returns from the brink of death is almost the definition of evil, and living as a parasite on the back of Professor Quirrel's head in the first one shows how desperate to live he was, and how little he cared about his followers.

The Top Five Reasons Lord Voldemort From The Harry Potter Series is the Best Villain

He kills people at the drop of a hat, with no remorse.
He has a group of devoted followers, who will also kill at the drop of a hat with no remorse.
He tried to kill an innocent baby (Harry) because of a prophecy.
He is one of the few villians in literature that I found to be genuinely scary.
No other villians has gone so far to try and attain immortality, and the wizarding world is lucky he didn't achieve it.
